They are an organization responsible for some type of signal transmission. Most likely other people are also involved, as indicated by the different chatters in the Private Room chats. It is not known whether they are a government institution or a private one, but TTH is a subbranch of some other undisclosed organization.

Their logo appears in videos such as LOG-116.mp4 and LOG-15.mmp44, as well as at the end of the STATION_8 TERMINAL 8 livestream, indicating that TTH has a sufficient role in the lore of 7/10 Tone.
It is likely that they are the ones responsible for The Logs. This is known because in the livestream chat of STATION_8 TERMINAL 8, INDI states that the logs were made by “The [___]”, which likely refers to TTH (or “The Hands”). SYSTEM and other characters are often seen communicating with and sending data to TTH servers.

TTH have numerous bases from which their operations are performed, as confirmed in LEAKED_1.mp4. In the 11th Private Room chat, a TTH worker with ID F8829 reveals that they work in station 887634.
